Business Development Locations


Orange Park features areas along US 17, SR 21, and Wells Road providing direct access to I-295, which links with both I-10 and I-95. This northeast corner of Clay County is within 20 miles of downtown Jacksonville (Duval County) and therefore attractive to many businesses. Orange Park provides a solid foundation for bustling retail, commercial trade, an assortment of healthcare providers, and related enterprises.

Fleming Island is emerging as the location of choice with zoning for a million square feet of light industrial space encompassed in two very well designed developments of regional impact (DRI’s), Eagle Harbor and the Fleming Island Plantation. This area provides for the ultimate in versatile business locations nestled amongst quality neighborhoods, shopping, schools, and recreation facilities.

Branan Field-Chaffee transportation corridor provides additional north/south access between Clay County and Duval County. The two-lane project extends from Blanding Blvd. (SR-21) north to 103rd Street near Cecil Commerce Center. Branan Field-Chaffee road is anticipated to spur additional economic development with planned mixed use communities which offer residents, housing, employment, schools, shopping, active and passive recreation, public safety, healthcare facilities and local road connectivity. (The master development plan for this area was undertaken over a period of several months by residents, planning officials, concerned citizens and land owners who actively participated in the visioning/planning process for the approximately 24,000 acres surrounding this transportation project. The road is also expected to eventually expand in phase III and IV to a 4-lane limited access facility with north-south service roads.)

Middleburg/Clay Hill areas provide a mixture of suburban and rural lifestyles. CR 218 stretches northwest from SR 21 in Middleburg through Clay Hill to US 301 (just 9 miles south of I-10) through rolling hills and timberland. Because of the areas close proximity to I-10, several large industrial zoned parcels are considered advantageous for warehouse/distribution and/or industrial park development. Whitley Steel, Gilman Building Products, and Jefferson Smurfit-Fulghum Fibres have strategically located in this Northwest section of Clay County.

Green Cove Springs serves as the County Seat and incorporates a variety of historical locations yet offers the largest percentage of Clay County’s industrial zoned properties. Multi-modal transportation options, such as direct access to CSX rail as well as the St. Johns River and close proximity to interstate highways via US 17 and SR 16 gives businesses in Green Cove Springs a clear advantage for movement of goods. Clay Port/Reynolds Park has all the amenities within 1300 acres including, fast-track build to suit lease options, a 5000 foot runway, and a barge port on the St. Johns River. Another 100 acre industrial park is being developed just south of Green Cove Springs on US 17, which further enhances business development opportunities.

Keystone Heights is positioned in the southwest area of Clay County and boasts an Airpark encompassing 2,500+ acres, which provides a variety of employment and recreation activities through Aviation Commercial, Aviation Commercial/Select Industrial, Industrial, Natural Park, and Timber/Wildlife areas. The park has three runways varying in length from 4,400 feet to 5,025 feet. Other conveniences include: Air Charter, Flight Training, Air Frame and Power Maintenance, as well as Sky Diving.
