2000 Building Permits Activity Report Prepared by: The Clay County Planning Department Analysis of Residential Units Permitted by Commission District As indicated in Table II-1 and Figure II-1, the district with the highest number of units, Commission District 1, had 695 residential units permitted in 2000, which accounted for approximately 34 percent of the total permitted units. Of the 695 units permitted in District 1, 630 were single-family homes and 55 were mobile homes. District 5 followed with 603 permits. In District 4 only 118 single-family homes were permitted while 450 permits were issued for mobile homes. Seventeen multifamily permits were issued for a total of 170 units. Table II-2 and Figure II-2 provide a comparison of residential construction values by Commission District. District 1 had the highest residential construction value amounting to almost $77 million. District 5 followed with a total residential construction value over $45 million. (The construction value represents the construction cost identified on the permit application.) Analysis of Non-Residential Units Permitted by Commission District Table II-3 and Figure II-3 provide a comparison of non-residential construction values and permits by Commission District. District 1 had the highest total non-residential construction value of almost $25 million. District 5 followed with almost $9 million.

Analysis of Residential Units by Census Tract As presented in Table IV-1 and Figure IV-1, 2200 residential units were permitted in Clay County during the year 2000. Seven hundred and one units were permitted in the 307 Census Tract, followed by Census Tracts 301 and 302 with 400 and 340 units permitted, respectively. These three census tracts accounted for almost 66 percent of the total residential units permitted. There were 1447 single family dwelling units permitted during 2000. Census Tract 307 had the highest number of units permitted with 523. This is approximately 36 percent of the total single family units permitted. Census Tracts 302 and 309 followed with 359 and 204, respectively. There were 583 mobile home units permitted during 2000, which accounted for 26 percent of all residential units permitted. The highest number of mobile home permits issued was for Census Tract 301. Approximately 50 percent of the total mobile home units permitted was issued in this census tract. Census Tract 311 followed with approximately 26 percent of the total mobile homes permitted in 2000. The Clay County Planning Department estimates that approximately 30 percent of mobile home permits are for replacement units. There were 17 multi-family permits issued during 2000, equating to 170 units. Table IV-2 and Figure IV-2 list 2000 residential construction values by census tract. Census Tract 307 had the highest total residential construction value, amounting to almost $70 million. The construction value represents the construction cost identified on the building permit application. Table IV-3 provides total residential building permit data by Census Tract and year for the period from 1980-2000, while specific data on single family, mobile home and multi-family units is provided in Table IV-3a, IV-3b and IV-3c, respectively. Figure IV-3 provides residential building permit data by structure type and year as a percentage of yearly total. Analysis of Non-Residential Units Permitted by Census Tract As presented in Table IV-4 and Figure IV-4, 96 non-residential building permits were issued during the year 2000. These permits include only additions and new buildings. Data on renovations is not provided. The total construction dollar value amounted to almost $55 million. Census Tract 307 had the highest number of permits issued (38) and the highest construction value (over $22 million).
